About Licensed Child Care
Licensed child care programmes must meet and maintain provincial standards set out in the Child Care and Early Years Act.
These standards provide for the health, safety and developmental needs of children. Child care programmes include licensed child care centres, licensed home child care, and licensed before and after school programmes.
Authorized recreational programmes are not licensed by the Ministry of Education but are defined under the Child Care and Early Years Act, 2014 and may provide another option for before or after school, and summer care.
On April 17, 2024 this centralized application and waitlist was launched for the County of Wellington and Guelph.
Individual programme waitlists in effect on March 31, 2024 were uploaded to this system.
It is important to update your profile to make sure your and your child’s information is accurate. If you do not see a child care programme listed for your child that you were on the waitlist for, please add it now.
Also, contact the programme to confirm if you were on their waitlist previously and if so, to discuss adjusting the application date to match the original date they have on record.
CWELCC System
Child care programmes that are enrolled in the Canada-Wide Early Learning and Child Care (CWELCC) System are increasing the affordability of licensed child care for families with children up to age 6.
Rates are currently reduced to 50% of 2020 fees. When you search for child programmes on this site, you will be able see if the programme is enrolled in CWELCC.
Families can apply for Child Care Fee Subsidy even if child care fees are already lower through CWELCC.
Supporting Children with Special Needs
The Children's Early Years Division partners with community service agencies to support licensed child care programmes to care for all children.
This means that children with special needs are able to fully participate in child care programmes in Wellington-Guelph. Through our Enhanced Support System, we work with a team
of community service agencies that provide support to child care staff and the children and families enrolled in their programmes.

Children's Early Years
Children’s Early Years is a division of the County of Wellington’s Social Services department.
The County is the Service System Manager designated by the Ministry of Education to plan and manage the early years system in Wellington-Guelph. The early years system includes licensed child care, and EarlyON Child and Family Centres.
