If you cannot pay the full fee and need help to pay for your child care costs, you can apply for a child care subsidy with the City of Windsor.

Canada-Wide Early Learning Child Care Agreement
Applying for Child Care Subsidy
After registering and applying for a licensed child care program, you will have the option to apply for a subsidy.
To be assessed for subsidy, you must submit the documentation that is requested. You will be given a list of items to submit to our office during the subsidy application process.
Once you are finished your subsidy application, you will receive a confirmation number and email stating that your application is either complete or incomplete. If your application is incomplete, you will need to log back in and provide the missing information. After your application is completed and submitted successfully, you will still need to provide your required documents prior to being contacted by the City of Windsor staff to discuss next steps in the process.

The City of Windsor, as the Consolidated Municipal Service Manager, is responsible for planning and managing the delivery of community-based early years programs and services for children from pre-natal to 12 years of age within Windsor-Essex.

These programs are licensed by the Ministry of Education under the Child Care and Early Years Act, 2014, to ensure the programs meet specific provincial standards for the health, safety and developmental needs of children.

(If a child care provider is not listed, they may not be licensed under the Child Care and Early Years Act, 2014; may not be an accredited recreation and skill building program or; may not have a service agreement with the City of Windsor.)
Canada-Wide Early Learning Child Care Agreement
On March 28, 2022, Ontario reached a $13.2 billion agreement with the federal government on funding for the Canada Wide Early Learning and Child Care (CWELCC) program.
The new program will lower child care costs and improve access, and quality across Ontario’s child care and early years sector.
