As defined in the Child Care and Early Years Act, a child with special needs means a child whose cognitive, physical, social, emotional or communicative needs, or whose needs relating to overall development, are of such a nature that additional supports are required for the child.

Children's Inclusion Support Services (CISS)

Children’s Inclusion Support Services (CISS) provides a range of supports, in French and English, to assist with the inclusion of all children. Service is available to all licensed child care programs (nursery schools, child care centres and home child care agencies) to promote the inclusion of children with special needs within the City of Ottawa.

INTAKE - Licensed Child Care Programs

Please note that a high number of licensed child care programs are already working in partnership with CISS. Once a child care space is secured for your child, connect with the supervisor or home child care consultant to set up a meeting with the CISS Resource Consultant present to discuss your child’s needs in the program.
